Taking into account the historical and cultural structure of Aydın, the project aims not only to create a service building but also to establish a public living space integrated with the city. Its location on Adnan Menderes Boulevard turns the project site into a key point directly linked to the city.
Site analyses revealed issues such as weak connections between important urban components and the inability of potential areas like the Aydın Stream to be included in urban life. In this direction, solutions such as pedestrian and bicycle routes, continuity of green spaces, and recreational public areas were developed.

The building was placed on the eastern parcel to align with the main pedestrian axis, thereby creating a wide plaza on the western side that connects with the city. Along with the social functions located on the lower levels, the municipal building was envisioned as a public center that remains active throughout the day, beyond being merely an administrative facility.

Assuming the adjacent empty parcel to the east will become part of the city square in the future, the open space setup was designed to be expandable. The pedestrian-prioritized plaza is cleared of vehicle traffic and equipped with shading elements and modular kiosks to create an urban space suitable for daily use.

The program, which spreads across different levels, allows for a clear separation of public and administrative uses. Spaces such as the conference hall, library, and childcare facilities are located at level -5.00; exhibition, café, and payment units are on level 0.00; and office units are placed at level +4.00.

Simple and contemporary materials were chosen for the façade design; vertical sunshades and the atrium support natural lighting and ventilation. All of these approaches enhance the building’s sustainability while reflecting a transparent and participatory municipal mindset.
